collection-agnostic cookie (“stored per browser”, Decision 29) — unlike
livePreviewPanelCookieName, it needs no slug-scoped name-builder
function. chipsVisible IS collection-scoped (see
listChipsVisibleCookieName) — this entry holds only its prefix.
